To keep warm in the -25 to -30 degrees celsius range I have been wearing:

On my feet...

The key is to dress in layers and not over dress. If you get too hot and sweat you will loose heat and become cold. If you are tackling winter cycling I suggest keeping a journal for the first week and see what you feel comfortable wearing.
